On the Place and Role of Personnel Controlling in Companys Management System

Nowadays competition is becoming more aggravated both at national and world market. Companies actually faced necessity of search of qualitatively new conceptions and instruments of management. One of the modern fields in the theory and practice of management providing increase of production effectiveness is system of controlling. Personnel controlling system is especially important in it, invoked to efficiently employ personnel - the strategic resource of company.

Controlling – means future management for the purpose of operation of company and its structural subdivisions within long-term. In order to have achieved objectives under the coordination, integration and operation of entire system of company management the controlling fulfils “management function of governance” and is synthesis of record keeping, controlling and economic analysis.

Personnel controlling – it is the system of internal planning and control system in the field of employment with human resources, enabling “reform” of planning figures in specific measures, establishment of basic principles of personnel management in the company. The most important task of personnel controlling is to have carried out permanent feedback between planning and analyzing, also within its digressions.

Orientation of controlling on planning and control considers coordination of these functions by aforesaid under the basis of information provision. Herein, through decision making itself controlling about respond of digressions provides systematic and integrated feedback in the field of management.

The most important task of the system of personnel controlling is coordination of management procedures of personnel within the company and information provision on court decisions, in order to have increased the level of personnel’s management within the organization.

Principal objective of result-oriented personnel controlling is collection of information about results of their activity and its procession within the field of personnel management. Also, herein is to be mentioned that practically it is more difficult to have exactly determined assessment of each court decision in final results of organization’s activity. That is why, in such case upon orientation of results there are emphasized such figures, like: labor productivity, fluctuation of personnel, change of salary structure and etc.

The principal element of organization controlling system is the system of information flows. The information flows mean movement of information from one personnel unit to another personnel unit.  The system of information flows itself is the complex of information flows enabling company to manage its financial and economic activity. In other words, the information flows enable organization to optimize its business.

Planning and controlling is the most important element of controlling system. The principal objective of planning is provision of high level of productivity at the organization, before it is the process of analysis and forecasting under that is selected the best one out of alternatives of activities. When planning process is carried out without systematic preparation, then planning decisions are intuitively made. As a rule such decisions involve great risk.
